Homewood's tree ordinance in plain English
A permit comes first. Homewood's Tree Protection and Landscape ordinance requires a permit before removing a qualifying tree. The application is signed by the property owner and by a representative of a tree removal company, and the city says the permit can only be issued to a business licensed in Homewood to perform tree removal.
Every lot keeps a minimum number of trees. The ordinance sets a minimum tree density of 16 trees per acre for lots up to one acre, 20 per acre for lots over one acre up to five, and 24 per acre above that. On a quarter-acre lot, that works out to four trees, the city engineer told WBRC. If removing a tree drops you below the minimum, you plant a replacement or pay into the city's tree fund.
Penalties. Removing a qualifying tree without a permit carries a $500 penalty per tree, and replacement trees in an approved plan are due within 120 days.
Dead and hazardous trees. The ordinance exempts a tree that is verified dead or deemed hazardous by the city arborist. Utility, county, and state work in rights of way is also exempt.

After a storm in Homewood
After the December 2023 tornado, Homewood's city engineer told WBRC that a tree damaged in a storm can be taken down, but it still needs a tree cut permit so the city can track what comes down and what gets replanted. A tree that has already snapped off can be cleaned up without a permit.
That tornado was an EF-1 with 100 mph winds that touched down just after midnight on December 10, 2023, and ran 3.02 miles from Lakeshore Parkway across Oak Grove Road, Wildwood Parkway, Green Springs Avenue, and I-65 to Saulter Road and the north side of Samford.
